Strengthening trade relations, fostering ties in education and co-op on climate change – Interview with British Ambassador

In the first episode of the Conversation project by Kun.uz, Timothy Smart, the British Ambassador to Uzbekistan, provided a comprehensive overview of the evolving diplomatic relations between the UK and Uzbekistan. Covering various topics including education, economic growth, financial services, and green technologies, the interview highlighted the extensive opportunities and partnerships being forged. Ambassador Smart underscored the alignment of the two countries' goals, especially in the areas of education, business growth, climate change, and the financial sector.

Since his arrival 14 months ago, Ambassador Smart noted significant changes in Uzbekistan. With a background in Uzbek language and culture, he expressed admiration for the dynamism and growth he observed in the country. The ambassador pointed out that Uzbekistan's rapid development, particularly under President Mirziyoyev’s reform agenda, has created a strong ground for mutually beneficial cooperation. The UK is aligning with these reforms, focusing on areas such as governance, financial services, and green technologies.

Ambassador Smart praised the strides made in economic cooperation, citing the GDP growth of Uzbekistan, which transitioned from a closed economy in 2016 to a 6% annual growth rate. Poverty rates have also been significantly reduced, from over 30% to approximately 10-11%. The ambassador emphasized the UK’s role in supporting Uzbekistan’s reform agenda through the facilitation of best practices in finance, education, and digitalization.

One of the key highlights of the discussion was the UK’s significant contribution to the education sector in Uzbekistan. Ambassador Smart referenced a recent educational forum that brought together 17 UK education partners, adding to the already established presence of Westminster International University. The ambassador stressed the importance of these partnerships in enhancing English language training, research collaborations, and capacity building. This commitment is further demonstrated by the ongoing work of the British Council in Uzbekistan, focusing on teacher training and educational reforms.

Ambassador Smart also discussed the prestigious Chevening Scholarship Program, which has been instrumental in fostering academic exchanges between the UK and Uzbekistan. This year marks the 30th anniversary of the program in Uzbekistan, with 16 scholars selected. The ambassador emphasized the long-term impact of the program, noting that Chevening alumni hold prominent positions across various sectors, further strengthening bilateral ties.

In addition to educational cooperation, financial services emerged as another crucial area of collaboration. Ambassador Smart highlighted Uzbekistan's focus on privatization and IPOs, referencing the recent $1 billion euro bond issuance by the Navoi Mining and Metallurgical Company (NMMC) on the London Stock Exchange. The ambassador emphasized the UK’s unique offering in the global financial market, particularly in helping Uzbekistan access capital through the city of London, one of the world’s largest financial hubs.

The ambassador also discussed UK export finance, which provides up to £4 billion in preferential financing for projects involving British content. This facility aims to facilitate Uzbek companies' access to competitive debt financing, fostering collaboration on major infrastructure and green technology projects.

Climate change and sustainable development were key areas of focus for both nations. Ambassador Smart spoke of the UK’s commitment to supporting Uzbekistan's transition to a greener economy. With Uzbekistan setting ambitious targets for 2030, UK companies are providing expertise in innovation and financing to help modernize the country’s economy. The UK has established a Green Inclusive Growth Fund, which supports SMEs in adopting green technologies and transitioning to sustainable business models. Through partnerships with international financial institutions like the World Bank and the EBRD, the UK is also assisting Uzbekistan in modernizing its water and energy infrastructure.

Ambassador Smart also touched upon the UK’s efforts in fostering regional connectivity within Central Asia. He emphasized the importance of improving cross-border trade and reducing bureaucratic barriers to stimulate economic growth in the region. The ambassador highlighted the UK’s support for Uzbekistan’s WTO accession, which will further integrate the country into the global economy. Additionally, the UK is advocating for inclusive growth, with a particular focus on empowering women and girls, thereby ensuring a more diverse and competitive workforce.

The ambassador expressed optimism about the future of UK-Uzbekistan relations. He reiterated the UK’s commitment to deepening its ties with Uzbekistan across multiple sectors, from education and finance to climate action and governance. With a shared vision for economic prosperity and global cooperation, both nations are poised to benefit from this enduring partnership.
