Uzbekistan introduces fines for traffic violations on scooters, bicycles, and mopeds

The law establishes administrative liability for violations committed while operating scooters, mopeds, bicycles, carts, and other individual means of transport. It also holds drivers of these vehicles responsible if they transport passengers.

Article 17-1 of the Administrative Code is being supplemented with a sixth part, introducing a new rule requiring timely notification of traffic violations detected through photo and video recording devices.

According to this rule, information about traffic violations must be sent to the Road Traffic Safety Service within 48 hours. Otherwise, the driver will not be held administratively liable.

Additionally, Article 17-1 specifies that if emergency medical and fire-rescue vehicles violate traffic rules in the process of providing urgent assistance, the administrative violation case will be closed in accordance with Article 271 of the Administrative Code, provided that documents confirming the completion of urgent service tasks are submitted.

Furthermore, the requirement for submitting documents that confirm the completion of urgent tasks by emergency medical and fire-rescue vehicles has been removed.

The law also abolishes the authority of road patrol officers to issue on-the-spot fines for violations detected during their duty.

In addition, administrative liability is being introduced for the movement of freight vehicles in the far-left lane of the road (except in permitted cases).
