Tirawi, an ethnic Uzbek, served as the Director of the Research Department at Afghanistan's Supreme Court before being appointed as the head of the diplomatic mission. He replaces Mughfurulloh Shahob as the Ambassador to Uzbekistan.

It is noted that Shahob was known as the son of Shahobiddin Dilovar, Afghanistan's Minister of Mines and Petroleum. Shahob left his position after Taliban leader Hibatullah Akhundzada banned the appointment of officials' family members or relatives to state positions.

Taliban movement seized power in Afghanistan in mid-August 2021. The international community demands that the Taliban form a coalition government that includes representatives of various ethnic-political groups and women in Afghanistan.

In September 2023, China became the first country to officially appoint a new ambassador to Afghanistan after the Taliban came to power.
