Proposed Creative Economy bill faces criticism, calls for delay

The Foundation for the Development of Culture and Art under the Cabinet of Ministers has presented the draft law "On Creative Economy" for discussion. Comments and suggestions are being accepted on the regulation.gov.uz portal until July 27.

The draft law introduces a classification of the creative industry. It includes visual and performing arts, audiovisual arts, television and radio broadcasting, design, fashion, publishing, tourism, sports, and digital technologies.

The latter category encompasses software development, products based on artificial intelligence technologies, creation of mobile and computer games, as well as programming in the field of multimedia and design (graphic design, 3D graphics, etc.).

State support for creative industries will include tax incentives, grants, infrastructure support, educational programs, accelerators, and informational support.

The draft law also provides for the creation of a registry of creative industry entities, which will allow for the organization of information and the provision of state benefits and support.

Several representatives of the creative industry have submitted their proposals for refining the draft law. Commentators emphasize the need for specific support measures such as pitch competitions, grants, and contests to provide real financial assistance to authors and projects.

"The draft is superficial and does not take into account the current situation in Uzbekistan's creative industry," note industry representatives.

Discussion participants are asking to postpone the consideration of this version of the law and to hold additional consultations with market representatives.
