On July 4, a confrontation occurred between law enforcement officers and a driver in the Rishton district of Fergana region.
The driver was driving in a section of the road where movement was not allowed, which led to the conflict. During the confrontation, the officers used a stun gun on the driver and brought him to the station. However, he was carried out of the station unconscious and taken to the intensive care unit of the district medical association.
As of the first half of July 5, the citizen has not regained consciousness.
According to information received by Kun.uz, 33-year-old Ravshan Madaliev, a resident of Zohidon village, was driving his car in a non-passable section of the road to access the main road in the district center. While a patrol officer was explaining to the driver that he couldn't move on the left side, a conflict ensued.
When the driver attempted to move his car to another part of the road, the officers blocked his path. During the altercation, the front part of the car was bent.
"There were initially two officers. Suddenly, more officers arrived. They blocked the car's path, preventing my brother from moving his car to another road. One of the officers used a stun gun on my brother's hand. Then they dragged him to the station. At this point, one of the officers also hit him on the head. My brother was in good condition until he entered the station. They beat him inside the station. He came out of the station unconscious. We took him to the intensive care unit quickly. He has not regained consciousness since last night," said the driver's nephew, who witnessed the incident.
It is reported that the driver, Ravshan Madaliev, underwent major brain surgery in 2022 following a car accident.
The complainant claims that footage of the altercation was captured on a store camera, but all the footage was deleted by five patrol officers to conceal the true situation.
The Fergana region Department of Internal Affairs informed Kun.uz that an investigation into the incident is underway.
