In accordance with the proposed draft law, through amendments and additions to the Criminal and Administrative Responsibility Codes, administrative and criminal liability is provided for promoting the superiority or inferiority of one category of citizens over another category of citizens based on their national, racial, ethnic or religious affiliation, performing a religious rite of marriage between persons whose marriage is not registered in accordance with the law.
The draft stipulates administrative responsibility for promoting cohabitation with two or more wives, and openly denying the equal rights of women and men.
In order to further increase the effectiveness of the measures taken to maintain public order, in particular, information programs introduced within the framework of the “Safe City” concept, a measure of administrative responsibility is being introduced for being in public places with the face covered to an extent that does not allow identification.
In this case, covering the face on the basis of a medical prescription or in cases related to labor and service activities, or in the case of special headgear worn to ensure safety in road traffic, or during sports and cultural events by their participants, as well as in other cases permitted by law, is defined as a condition that excludes liability.
It was noted in the meeting that the adoption of this draft law will serve to further strengthen inter-ethnic harmony, religious tolerance and reliable protection of the rights of women and children, as well as to increase the effectiveness of efforts to maintain public order.
It was decided that the draft law would be accepted by deputies in the second and third reading and sent to the Senate.
