On July 17, in the city of Nurafshan, under the chairmanship of the Tashkent regional governor, Zoyir Mirzayev, the following governor’s meeting focused on the implementation of important issues on the agenda was held. In it, the regional governor criticized the situation related to the construction of houses in the region.
In the video shown by the regional governor's press service, the governor said that the construction of 59 multi-storey buildings with a total of 3088 apartments is planned in the cities of Chirchik, Almalik and Nurafshan of the Tashkent region under the construction project of the “New Uzbekistan” residential complex. However, he mentioned that the projects are running behind schedule, and the process of selling houses is not transparent.
According to him, construction of 20 houses was completed by five contracting organizations in “Iftikhor” mahalla of Chirchik city.
“It’s 49% [done]. I went and saw the houses... it is a monkey house, not the main construction center of Chirchik. The governor did not visit, the sector leaders did not go, no one visited,” Zoyir Mirzayev said.
The regional governor tried to talk to the governor of Chirchik, Davron Hidoyatov, by video link, but it turned out that he did not come, his deputy responded instead, and Mirzayev immediately interrupted him and ordered to fire the deputy of the governor of Chirchik for construction issues.
“Where is the governor, didn’t he come? You don’t talk. When the governor comes, then you will talk... Everyone is dishonest,” Mirzayev said.
After that, he turned to Shukurulla Mahmudov, his deputy in charge of construction, communications, communal economy, ecology and greening.
“If you don’t go too, if Mr. Hidoyatov doesn’t confess... You all have forgotten to perform your duties. I still remember the assignments I gave to the heads of the four sectors and the prosecutor. Why do builders play games? he said.
Addressing the prosecutors, the regional governor noted that the process of selling houses is also not transparent. In turn, people are losing confidence in buying a house directly without a middleman, and law enforcement agencies emphasized the need to strengthen control against such cases.
“There is a corrupt scheme in the sale of houses in Chirchik. Two people are managing it. You don’t want to disclose it, you are waiting for us to reveal it at the regional level. People have lost the belief that it is possible to buy a house directly in Chirchik.
The construction organization has never been questioned whether it has completed this house or not. Mr. governor took me into a house saying that this 85-90% is ready. Not even 50% are ready. After climbing to the fifth floor, Mr. Hidoyatov couldn’t tell a lie, because he had been to the fifth floor for the first time in his life.
The head of the region called the leaders responsible for providing housing to the population “dishonest”. “Are you all responsible for providing the people with housing? What else are you doing in Chirchik? Everything is being paid for by the state. No initiative, no innovation, no attracting sponsors... Everything is paid. We planted flowers, I will send a specialist, if the flowers have dried up, a criminal case will be opened against that leader. You have to answer for each flower.
What have you done coming here from the regional leadership? Can’t you control two houses? I am completely dissatisfied with the four sector leaders in Chirchik. Four sectors should stay there, Mr. Mahmudov. A corrupt scheme is working. You visit and come back without getting out of the car.
I walked, I went in and out of the first and second floors of all of the houses. They cannot walk, they are inactive. All of them sit under the air conditioner,” the governor spoke about the leaders of Chirchik city.
At the meeting, the situation of supplying coal products to social sector facilities was also considered. Zoyir Mirzayev touched upon the organizational and financial aspects of this issue. In particular, it was noted that it is important to bring the products to the warehouses of schools and medical institutions, to prepare for the winter season, and leaders who allow laziness in this regard were warned.
