Ministry of School Education announced a suspicious tender worth 95 billion soums

Tenders for the purchase of computers in 5 lots totaling 94.7 billion soums were held by the SUE “Supply and Logistics Service” under the Ministry of Preschool and School Education on June 24 of this year.

Two of them were won by one firm, and two more by two firms owned by the same person. In one case, the tender conditions may have been violated.

Case 1. 11.6 billion soums

A tender was held with a starting price of 11 billion 880 million soums for the purchase of computers and other technical equipment for schools in the Republic of Karakalpakstan and Khorezm region. “IT Matrix” LLC was declared the winner and a contract worth 11 billion 650 million soums was signed with it.

It is planned to supply 138 computers for teachers and deputy directors of educational affairs and 1,035 computers for students, 69 printers and other technical tools for the above funds.

“IT Matrix” LLC was registered in 2018. Type of activity – wholesale trade of wood, building materials and sanitary-technical equipment. Founder – Ziyod Usmanov.

Case 2. 22.2 billion soums

A tender was held with a starting price of 22 billion 398 million soums for the purchase of computers and other technical equipment for schools in Tashkent city, Tashkent, Syrdarya and Jizzakh regions. “Rower Systems” LLC was declared the winner of the tender and a contract worth 22 billion 295 million soums was signed with it.

According to the contract, the winning company is expected to deliver 260 computers for teachers and deputy directors of educational affairs and 1,950 computers, 130 printers and other technical equipment to the above regions.

“Rower Systems” LLC was registered in 2014. It is owned by Otabek and Bakhtiyor Abduvaliyevs. LLC is engaged in wholesale trade of machinery and equipment.

Case 3. 19.8 billion soums

A tender was held for the purchase of computers and other technical equipment for schools in Kashkadarya and Surkhandarya regions with a starting price of 19 billion 986 million soums. In this tender, “Rower Systems” LLC was declared the winner and a contract worth 19 billion 894 million soums was signed with it.

According to the contract, this fund provides for the supply of 232 computers for teachers and deputy directors of educational affairs and 1,740 computers, 116 printers and other technical equipment for students.

Case 4. 18.7 billion soums

A tender was held with a starting price of 19 billion 124 million soums for the purchase of computers and other technical equipment for schools in Bukhara, Navoi and Samarkand regions. “Stand Computers” LLC was declared the winner and a contract worth 18 billion 742 million soums was signed with it.

According to the contract, the winning company is expected to deliver 222 computers for teachers and deputy directors of educational affairs and 1,665 computers for students, 111 printers and other technical equipment to the above regions.

Case 5. 22.1 billion soums

A tender was held with a starting price of 22 billion 570 million soums for the purchase of computers and other technical equipment for schools in Andijan, Namangan and Fergana regions. “Stand Trade” LLC was declared the winner of the tender and a contract worth 22 billion 119 million soums was signed with it.

It is planned to supply 262 computers for teachers and deputy directors of educational affairs and 1965 computers for students, 131 printers and other technical equipment for the above funds.

Abdihomid Valiyev owns the above two LLCs – “Stand Komputers” and “Stand Trade”.

One firm – “Build Project Special” LLC “rivaled” “Stand Komputers” LLC in the tender held under the 4th case, and “Stand Trade” LLC in the tender held under the 5th case.

It is noteworthy that the address, telephone number and e-mail address of “Build Project Special” LLC, the only competitor to the winning companies in both lots, was the same as that of “Stand Komputers” LLC until July 7. In the case of July 18, it can be seen that this information has been changed. This raises the suspicion that there is no healthy competition in these tenders, and that the competition is artificially organized.

The tenders conducted by the SUE “Supply and Logistics Service” are always suspicious: in the tender held for the “President’s gift”, a contract was signed with the winning companies at an expensive price of billions of soums. In another case, “confectioner” won the tender for sports goods, and “porcelain maker” won the tender for backpacks. However, neither the Ministry, nor the Antimonopoly Committee, nor the Anti-Corruption Agency have yet reacted to these cases.
