The statistical data released by the Supreme Court covers the number of criminal cases and the number of defendants, the types of criminal and administrative punishments for the years 2019-2022 and the first quarter of 2023. Kun.uz presents a diagram of the most important indicators based on this information.
The number of cases and defendants under consideration in courts of first instance throughout the Republic is increasing year by year (Table 1). For example, in 2019, more than 36,000 defendants participated in 28,846 court sessions. By 2022, the numbers have doubled: 75,000 defendants in more than 58,000 court sessions.
On the other hand, the increase of court hearings on criminal cases also leads to an increase in the number of persons convicted during this period (Table 2). In 2019, 27,603 people were convicted, and by 2022, more than 56,000 people were convicted in one year.
During 2019-2022, in connection with the reconciliation of the parties, according to Article 66-1 of the Criminal Code, the number of criminal cases closed and the number of participants in them increased by almost 2 times.
According to the Supreme Court, every year since 2019, more than 20,000 people will be released on parole, and the sentence of around 10,000 defendants will be commuted to a lighter one.
According to the figures presented by the Supreme Court, the number of persons committing serious and extremely serious crimes in Uzbekistan is also increasing (Table 5). For example, during this period, homicides increased from 376 to 422 per year, and honor crimes increased from 154 to 170 per year.
According to statistics, men make up 80-90 percent of persons convicted in criminal cases, while the share of women and minors in the world of crime is also increasing (Table 6). In particular, in 2019-2022, the number of convicted women increased by 2 times, and the number of minors increased by 3.5 times.
Imprisonment, restriction of liberty, and fines are among the most common punishments applied to persons found guilty by courts of first instance (Table 7). In the last four years, the number of imprisoned people has increased almost 3 times: from 6,955 to 17,610 people per year.
From the beginning of 2019 to March 2023, a total of 11 people were sentenced to life imprisonment, the most severe punishment in the Criminal Code of Uzbekistan.
After the death penalty was abolished as a type of criminal punishment in Uzbekistan in 2008, it was replaced by life or long-term imprisonment. Today, only 2 articles of the Criminal Code: intentional homicide in cases of aggravated responsibility (the 2nd part of Article 97) and terrorism (the 3rd part of Article 155) are punishable by life imprisonment.
The number of administrative violations processed by criminal courts decreased somewhat after 2019. However, from 2021, another “growth” was observed.
It should be noted that cases of administrative offenses are actually several times more. Because the traffic rules and some public order administrative matters are formalized by the law enforcement agencies by drawing up a report. In our previous analytical material, we provided the figures that more than 1 million 422 thousand Uzbeks were brought to administrative responsibility in the first 3 months of 2023.
According to the information of the Supreme Court, the number of persons sentenced to administrative imprisonment for administrative offenses has been increasing in recent years. For example, in 2019, nearly 28,000 people were imprisoned, and in 2022, these numbers approached 80,000.
The number of administrative fines for violations is also increasing: 262,000 to 316,000 people were fined annually during this period.
