It is noted that 17 types of state monopolies will be abolished and the private sector will be widely involved in them.
"In general, in the coming years, only the main energy and transport networks, public administration and security sectors will remain under the control of the state," Mirziyoyev said.
It is reported that by 2030, the main goal will be to increase the share of the non-state sector in the economy to 85 percent.
Special attention will be paid to simplifying the tax system and creating equal opportunities for all entrepreneurs.
Value added, profit, turnover and property tax rates for businesses will not increase in the coming years. Also, starting in 2024, half of the value-added tax will be refunded to residents who buy new housing. 50% of the value-added tax will be refunded to farmers who sell agricultural products.
"We will strengthen social protection through tax policy. In this regard, we have introduced a system to return the social tax to entrepreneurs who employ young people. Now, the income tax of the employee will be refunded to the enterprises that employ residents included in the social register. By fully digitizing the industry, we will set the deadline for VAT returns to one day for businesses that pay taxes on time. Tax audits will not be conducted in such enterprises, and priority will be given to state purchases," said Shavkat Mirziyoyev.
In addition, the country will adopt the National Program for the Development of Agriculture in accordance with climate change, and the prevention of soil and pasture degradation. $15 billion will be invested in the agricultural sector.
