Uzbekistan to start installation of solar panels and hot water collectors on roof of budget organizations

From September 1, 2023, budget organizations in Uzbekistan may be obliged to install solar panels and hot water collectors.

According to the draft of the 2023 state program, by 2026, it is planned to gradually transfer 60% of the energy consumption of buildings of budget organizations to green energy.

As a result, 448.7 million KWh of electricity will be saved in 2023 by transferring 30% of energy consumption to green energy in state bodies and organizations, and 897.4 million KWh of electricity in 2026 by transferring 60% of it.

In addition, it is determined that solar, wind and biogas power plants with a capacity of 20 KW and below are not required to obtain technical conditions for connecting them to low-voltage (0.23-0.4 KW) power networks.

Currently, there are procedures for obtaining technical conditions and concluding a contract for connecting solar photovoltaic power plants with a capacity of up to 20 KW to the grid. The new order will provide convenience to individuals who want to install renewable energy devices.

According to the draft decree, starting from September 1, 2023, organizations that consume energy resources equal to more than 2,000 tons of conventional fuel or more than 1,000 tons of motor fuel are required to provide at least 30% of their energy consumption with renewable energy.

It is explained that taking into account that the total consumption volume of 25 large enterprises and organizations consuming fuel and energy resources in economic sectors during 2023-2026 is 4 billion KWh, if these organizations provide at least 30% of their consumption from renewable energy sources, at least 1.2 billion KWh of electricity will be saved.
In addition, it is expected that organizations that do not meet the requirements for the minimum amount of energy obtained from RES will be required to purchase green certificates in proportion to the share of the missing energy.

Such a requirement encourages organizations to increase energy efficiency, and proceeds from the sale of certificates are directed to the development of green technologies.

If the requirement to transfer 30% of its total consumption to renewable energy sources is not met, this organization will purchase one green certificate for every 1MW in proportion to the share of energy lacking to achieve this goal.
