Local government bodies to be reformed by April 1, 2023
This is stipulated in the presidential decree “On measures to implement the administrative reforms of New Uzbekistan”. A new law on the Cabinet of Ministers will also be developed.
The Council of the Strategic Reforms Agency under the President is designated as responsible for coordinating the implementation of this decree and ensuring the achievement of the following targets:
• optimization of state units of executive authorities, including executive positions up to 30 percent, and introduction of a fair labor remuneration system;
• establishment of effective activities of the executive authorities, which are being transformed within the framework of administrative reforms, based on the new requirements defined in the Decree;
• introduction of an effective system of working with regions by increasing the financial and institutional independence of leaders;
• by regulating the functions of the executive authorities of the republic, reducing them by at least 10%;
• increase the number of public functions transferred to the private sector by at least 3 times, wide introduction of public-private partnership and outsourcing mechanisms;
• achieving a suitable ratio of managers and executive employees in the system of executive authorities;
• establishing the activities of the leaders based on the proposals of the population and to strengthen their accountability to the public.
The Council of the Agency for Strategic Reforms under the President of the Republic of Uzbekistan (S. Umurzakov) decided that, based on this Decree, measures will be taken to reform the executive authorities of the republic in the first stage of administrative reforms by January 1, 2023, and in the second stage – to reform local government bodies by April 1, 2023.
The Cabinet of Ministers (Prime Minister A. Aripov) will introduce a new draft law “On the Cabinet of Ministers of the Republic of Uzbekistan” based on the requirements of this Decree by February 1, 2023.
It is expected that members of the government will determine the mechanisms of direct work with the Prime Minister, and their status in the decision-making process in the Cabinet of Ministers will be increased.
The responsibility of the Government in ensuring the development of territories, infrastructure, economy, finance, money and credit, as well as the social sphere will be radically increased.
The independence and responsibility of government members in management, personnel, finance and other areas will be strengthened.
The status of each of the executive authorities of the republic, including the regional divisions, the exact order of their establishment and termination, as well as the distinguishing criteria will be determined.
