According to the Ministry of Labor of Israel, there is a need for about 60,000 foreign workers in Israel today. Attracting foreign workers to the Israeli labor market works on the basis of quotas set by the government. According to the Embassy of Uzbekistan in Israel, about 10,000 migrants from Uzbekistan are working in Israel in the field of caring for the elderly and disabled.

If the agreement is signed, the following will be provided for citizens of Uzbekistan who wish to work in Israel:

- human trafficking, illegal migration, undocumented and illegal labor practices will be fully ruled out;
- steps will be taken to ensure that the recruitment process is transparent and that no illegal fees are charged when working in Israel;
- the issuance of work visas to selected citizens within the framework of the agreement will be guaranteed without queues and obstacles;
- up to 8,000 vacancies will be allocated as a quota per year.

In accordance with the protocol of implementing the agreement, in the first stage, it is planned to attract the citizens of Uzbekistan to work that includes caring for the elderly and persons with disabilities. In the next stages, the involvement of citizens in construction and other sectors will be considered by Israel.
