“Level of employment in Bukhara region is overstated” – Senate

At the meeting, the results of the study conducted by the Senate working group in May-June in Bukhara, Jizzakh, Namangan and Fergana regions on the effectiveness of the work being done to create new jobs and ensure the population’s employment were discussed.

As of May 1 of this year, with the support of labor authorities, a number of positive works have been carried out in Bukhara, Jizzakh, Namangan and Fergana regions in terms of employment and creation of new jobs. In particular, during this period, 52,200 citizens were employed in vacant positions.

Particularly, about 7,500 job offers were presented at the held job fairs. About 2,900 people in need of social protection were employed in reserved jobs.

Along with the implemented works, it was specially noted that a number of shortcomings were allowed in creating new jobs and ensuring employment of the population in some sectors in the regions.

In particular, some of the measures specified in the presidential decision “On additional measures for developing the service sector” are not being implemented on time. The decision envisages the creation of guaranteed jobs in the future through development of the service sector.

Most of the jobs created in the service sector are due to self-employment. Creation of jobs in new trade and service facilities is 7% in Namangan region, 12% in Jizzakh region and 21% in Bukhara region. Since the new jobs created in the service sector are simultaneously reflected in other sectors, the total number of jobs created in the reports is inflated.

Out of 22,400 self-employment jobs created in Bukhara region in the field of services, 15,500 were replicated in agriculture, 3,000 in tourism and culture. It was criticized that the number of people employed in Bukhara region was unreasonably exaggerated in the reports.

In control activities conducted in connection with labor legislation and labor protection, 1,161 cases of law violations were detected in Bukhara region, 1,401 – in Jizzakh region, 974 – in Namangan region, and 926 – in Fergana region. It was noted that administrative fines in the amount of 2.1 billion soums were applied to 1,107 officials on these cases.

A number of tasks were considered at the meeting, such as introduction of mechanisms to encourage the registration of jobs created in agro-clusters and farms in tax reporting, state registration of farms on the land plots allocated for agriculture through auctions and wide involvement of NGOs.
