“None of the territorial administrations has disclosed public information on the budget” – Chamber of Accounts

As of the end of the 3rd quarter of 2021, 91 organizations, and by the end of the 4th quarter, 54 organizations did not post open data on budget legislation at all. This was announced by the Chamber of Accounts at a public hearing on budget transparency, Kun.uz correspondent reports.

According to the report of the Chamber of Accounts, the number of organizations that posted the full data at the end of the 3rd quarter was 10, while at the end of the 4th quarter this figure reached 66.

The Chamber stressed that despite the measures taken to ensure the transparency of the budget process, some organizations still do not pay serious attention to this area.

“As of the end of the 3rd quarter of 2021, 91 organizations, and by the end of the 4th quarter, 54 organizations did not post open data at all. They include all regional authorities, the Ministry of Employment and Labor, the Ministry of Agriculture and a number of other organizations,” the Chamber said in a statement. 

In addition, officials of 2 organizations were held administratively liable for non-compliance with the procedure for ensuring the transparency of the budget process. However, the Chamber did not specify which organizations they were.

“Today, the relevant documents have been drawn up and sent to court to consider the issue of administrative prosecution of officials of a number of other organizations,” the Chamber’s report reads.

For information, the procedure for ensuring the transparency of the budget process is set out in Article 1661 of the Budget Code and in the Regulation No. 3299 registered by the Ministry of Justice.

This Regulation clearly states the forms, procedures and deadlines for posting information on the transparency of the budget process on official websites.
