“Clear financial resources, technical solutions and practical mechanisms have been identified for each item.
The first direction – 55% of appeals, is related to the proximity of primary healthcare to the population and the expansion of their network (more than 14 thousand applications were received).
For example, residents of “Jizmon” mahalla in Kattakurgan district have to travel 48 kilometers to the district center for medical services, and there is no family clinic in “Bozor Joyi” mahalla in Vobkent, which has a population of more than 3,000.
Residents of remote and outlying areas complained about the lack of access to the necessary medical services due to the lack of doctors in family doctor’s offices (1,500 applications). Indeed, there are 562 vacancies for doctors in 243 remote mahallas in 56 districts.
Employees of 4 family doctor’s offices in Mingbulak district are forced to walk over 10 kilometers every week to examine 750 patients in 15 mahallas.
However, according to the recommendation of the World Health Organization, the primary health care point should be at a distance of 3 kilometers or a 20-minute walk.
Therefore, we will take special targeted measures to provide fast, convenient and quality medical services to our citizens.
As a result, a system will be created that will solve 85% of problems in primary care facilities. First of all, the network of local clinics will be further expanded.
In particular, medical centers will be established in more than 2,000 remote mahallas. They will provide primary health care to 4 million people.
Starting from 2021, we have introduced a system of paying a one-time incentive of 30 million soums to doctors who come from other places to work in remote areas for at least three years, providing them with a service house or reimbursement of rent from the budget (540 thousand soums per month).
Now, the program “Rural Doctor” will be further improved. From May 1, 2022, doctors working in remote areas will be paid an additional 2 million soums per month. These doctors will be reimbursed up to 50% of the cost of buying a home on a mortgage basis from local budgets. From now on, a doctor who has worked for three consecutive years in a remote area will be admitted to a clinical residency without an exam,” the President said.
