The Cabinet of Ministers adopted a resolution “On amendments and additions to the Resolution No. 66 of the Cabinet of Ministers of February 12, 2021 “On approval of the regulations on the cadaster agency and the chamber of state cadasters of the cadaster agency under the State Tax Committee of the Republic of Uzbekistan”.
Firstly, paragraph 2 of the resolution is supplemented with a paragraph stating that the costs associated with the implementation of the paragraph providing for payment based on an increased tariff coefficient for employees maintained at the expense of budgetary appropriations are financed from the State budget, for the rest of the employees – from off-budgetary funds of the Cadaster Agency under the State Tax Committee.
Secondly, paragraphs 27 and 28 of appendix 1 to the resolution are presented in a new edition, according to which the director of the Agency will have two deputies (previously – 4, one of them – the first deputy) and three advisers (previously this position was not provided). By status, advisers are equal to deputy directors.
Thirdly, paragraph 34 of appendix 1 is presented in a new edition, which involves the formation of the Agency’s board, consisting of the director of the agency (chairman of the board), his deputies and advisers, as well as heads of structural divisions coordinating the main activities of the agency;
Fourthly, commissions are being created for the pre-trial settlement of disputes arising from the state registration of rights to real estate at the chamber of state cadasters and its territorial divisions. The addition was made in paragraph 6 of appendix 2 to the resolution;
Fifth, the functions of the Chamber of State Cadasters have been supplemented:
- formation of an electronic database of the state land cadaster in order to ensure the identification and registration of cadastral numbers of land plots;
- maintenance of the National Report on land types and categories of land fund in the National Geographic Information System;
- organization and implementation of a control system for the timely detection of changes in the state of the land fund;
- maintenance of the land report of the district (city) land cadastral book only in the National Geographic Information System;
- formation of an electronic database of the land cadaster for each land owner, land user, tenant and land owner;
- organizing the maintenance of the state territorial cadaster;
Sixth, the resolution is supplemented with appendices 4, 5, 6, which provide for the remuneration of the Agency’s employees according to the Unified Tariff Scale.
Commissions are being created for the pre-trial settlement of disputes arising from the state registration of rights to real estate at the Chamber of State Cadasters and its territorial divisions.
