The law contains 7 chapters and 34 articles, Norma reports. The basic principles of publishing activity are:
- freedom of publishing activity;
- popularization and enhancement of reading culture;
- copyright protection;
- inadmissibility of abuse of the freedom of publishing activity.
Subjects of publishing activity are independent in their activities, censorship of manuscripts and materials prepared for publication is not allowed.
It is prohibited to issue and distribute publications that undermine the honor and dignity or business reputation of citizens, which, by their content, may be considered an interference with their privacy.
The scope of publishing activities is regulated by the Cabinet of Ministers and the Agency for Information and Mass Communications.
The subjects of publishing activities are:
- publishing house;
- author of works;
- customer;
- distributor.
Publishing activity is carried out on a notification basis. It is not required to go through the notification procedures in the following cases:
- when public authorities, central institutions, courts, prosecutor’s offices publish official materials, collections of normative legal acts;
- when NGOs of republican significance, as well as organizations, educational and scientific institutions, publish materials necessary for their activities, not intended for mass distribution or replication as a manuscript;
- when the publications are published by editors of the same media.
Publishing products are distributed on the basis of contracts.
