Today, November 9, a videoconference meeting on solving problems in the field of medicine was held under the chairmanship of President Shavkat Mirziyoyev. It was noted at the meeting that the death rate from cardiovascular diseases among the population of the country remains high.
“Frankly speaking, many issues related to the provision of specialized, high-tech medical services in districts and cities, the qualifications of doctors have not yet been resolved.
In the pre-election program, we have set great goals for the transformation of medicine into a system that satisfies our people. To this end, we have decided to adopt a separate program to reduce the prevalence of diseases among the population by doubling the funds allocated for primary medical care. Therefore, at today’s meeting we will consider the implementation of these tasks on the example of cardiology, which is one of the most important areas of public health.
It should be noted that 53% of death cases among the population aged 30-70 are still due to cardiovascular disease (31% in the world). In the last five years, cardiovascular disease has increased by 20% (330,000 people), even among young people.
One thing must be clearly understood: if the work on identifying diseases in the primary level and the population prone to these diseases is carried out correctly, these figures will be much higher. For example, 20-25% of the population over the age of 40 have symptoms of hypertension, which is 4-5 times higher than the official number of patients.
In general, according to the register, cardiovascular diseases have been detected in about 4 million people in the country, which is 12% of the total population. In particular, the number of people suffering from such diseases in Namangan account for 18% (450 thousand people), Fergana – 17% (600 thousand), Bukhara – 14% (230 thousand), Kashkadarya – 13% (470 thousand), which is higher than the national average,” Kun.uz correspondent quotes the President as saying.
A new system for early detection, prevention and treatment of cardiovascular diseases will be introduced.
“Now the work of mahalla chairmen and precinct supervisors has decreased. It is necessary to involve the population in a healthy lifestyle. For me, everyone’s health is important. Severe complications of cardiovascular disease are higher in Tashkent, Bukhara, Navoi and Tashkent regions than in other regions.
Due to the lack of angiography equipment in the branches of the Cardiology Center in Bukhara, Fergana and Tashkent regions, as a result of the lack of stenting, 1,500 patients from these regions applied to the republican centers.
At the same time, a completely new system will be introduced in the program for early detection, prevention and treatment of cardiovascular diseases. First of all, it is necessary to radically increase the role of “medical brigades” and family clinics, which work directly with the population in the mahalla,” the President said.
In order to detect and prevent cardiovascular disease:
- starting from the next year, the entire population over the age of 40 (10 million people) will be subjected to targeted screening at least once a year through family clinics and medical brigades;
- district laboratories will be provided with coagulometers and necessary reagents;
- a single electronic register of the population diagnosed with cardiovascular diseases will be maintained;
- drugs such as enalapril for cardiovascular disease will be regularly distributed free of charge to more than 200,000 low-income people;
- district khokims will organize “hypertension health schools” in each mahalla. This school means a culture of eating, a walking system, teaching patients to constantly monitor their illness;
- the responsibilities of nurses in family doctor’s offices and polyclinics will also be reconsidered and their functions will be expanded.
“For these purposes, 350 million soums will be allocated to each district next year (a total of 70 billion soums). In general, 580 billion soums will be allocated from the budget for medicines and medical supplies next year. This is three times more than this year,” the head of state said.
