Head of Uzkomnazorat fired for illegally blocking social networks in Uzbekistan

In connection with violating the requirements of Article 27-1 of the Law “On Personal Data” when processing personal data of citizens, the corresponding social networks were entered in the “register of violators of the rights of subjects of personal data” and the use of the corresponding resources on the Internet on the territory of the Republic of Uzbekistan is limited in the prescribed manner until elimination of the identified deficiencies.

It is noted that Telegram, Facebook, YouTube, Instagram and Odnoklassniki ignore Uzkomnazorat’s requests.

Following the above incident, the head of Uzkomnazorat Golibsher Ziyayev was removed from office. A source in the government told Kun.uz about it.

Later, the press secretary of the head of state Sherzod Asadov reported that President Shavkat Mirziyoyev has been informed about the blocking of social networks in the country.

“The President has been informed about the unilateral actions of Uzkomnazorat, adopted at the instruction of the government,” he said.

Asadov stressed that soon access to all social networks will be restored.

It should be recalled that on October 29, President Shavkat Mirziyoyev signed a law on amendments and additions to the Criminal Code and the Administrative Responsibility Code.

According to the law signed by the President, responsibility for violating requirements for the protection of personal data has been tightened in Uzbekistan.

Failure to comply with the requirements for the collection, systematization and storage of personal data in technical means and databases located in Uzbekistan when processing personal data of citizens using IT, including on the Internet, entails the imposition of a fine on citizens of 7 BCAs (1 million 890 thousand soums ), for officials – 50 BCAs (13 million 500 thousand soums).

In accordance with the amendment to the Criminal Code, in the event of a repeated violation within a year after the application of an administrative penalty, one of the following measures will be applied: a fine of up to 150 BCAs (up to 40 million 500 thousand soums); deprivation of a certain right for up to 3 years; correctional labor up to 2 years.
