Uzbekistan introduces KPI system for government officials

According to the decision of the President, from this year, the work of government officials on the realization of investment projects and optimization of imports will be evaluated using key performance indicators (KPI).
“...within one month, ensure the approval of key performance indicators for the evaluation of the works of heads of ministries, departments, regions and enterprises on the effective implementation of investment projects and the optimization of imports, with the quarterly submission of information on indicators of each chairman to the Cabinet of Ministers,” the document says.
The President has also instructed to complete the inventory of investment projects, suspending or canceling those with no confirmed financing sources and socio-economic feasibility.
By January 1, 2021, on the basis of the generally accepted Public Investment Management Assessment (PIMA), the government develops and implements a system for monitoring investment projects financed from centralized sources, including post-investment monitoring (within 3-5 years after the commissioning of the facility) based on an annual analysis of the achievements and assessment of the impact of the projects on the socio-economic development of the country and its regions.
To remind, there has been a long discussion on the draft law “On Public Service”, which envisages the introduction of the KPI system for government officials. The document has not yet been adopted.
