The press service of the Fergana regional DIA issued an official statement on the incident.
It should be recalled that according to the decision of the Special Republican Commission, from July 10, 2020, to August 1, 2020, the movement of vehicles in the country has been restricted.
Movement of vehicles without a special permit (a sticker) is allowed only at certain times of the day (from 07:00 to 10:00, from 17:00 to 20:00) for citizens to travel to work, to buy medicines, food and first-aid products.
“On July 22, at 16:10, traffic officer Sh. A., who was performing his duty at the quarantine checkpoint on the border of the Fergana city and Tashlak district, stopped a Lacetti car, which was being operated by citizen Yu. N., and requested to provide him a special permit, giving the right to operate a car during the quarantine period. The driver was unable to provide the document asked.
As a result, the car was brought to the temporary penalty area, and the staff of the Sanitary Epidemiological Wellbeing Center of the Fergana city drew up an administrative protocol against citizen Yu. N. in accordance with Part 2, Article 54 of the Administrative Responsibility Code.
Citizen Yu. N. tried to hang himself on a tree in the penalty area in order to evade paying the fine amount established by the legislation. He was stopped by officers of the National Guard,” the regional police department’s statement reads.
