Adopting children in Uzbekistan to be allowed only after undergoing special courses

The Cabinet of Ministers approved the procedure for organizing training courses for foster parents, as well as for the selection and control of potential guardians and trustees, parent-educators of family-type orphanages, Norma reports.

From November 1, 2019, “Mehribonlik” homes and children’s camps will be organizing training courses for foster parents. Founders of the courses will be the district (city) khokimiyats. Non-governmental institutions and individuals will also be able to organize training courses, but only in coordination with the Ministry of Public Education and local administrations.
 
The courses are intended for persons adopting orphans and children without parental care in a family for upbringing (foster care) or in a family-type orphanage. Classes will be conducted by specialists in the field of social problems, who will provide future foster parents with consulting, legal, psychological-pedagogical and medical support. Upon completion of training, participants will be issued a certificate. Starting from January 1, 2020, selection of foster parents will be carried out only among persons having such a document.
 
Future participants must submit an application to the director of the state educational institution, on the basis of which they will receive training on a free basis. Weekly training load – no more than 36 hours. Classes will be held in academic groups from 5 to 22 people in the form of lectures, seminars, exchange of experience, practical and visiting lessons.
 
Upon completion of the training, a specially formed Commission will conduct an interview and issue a certificate for a period of 3 years. After the expiry of the document, one will need to take courses again.
