Law defining the CabMin’s activities and powers adopted

On September 30, at the plenary session of the Legislative Chamber of Oliy Majlis, deputies considered a number of bills aimed at providing legal support for reforms in various areas of the country’s socio-political, socio-economic life and further improving the image of Uzbekistan in the international arena.
In particular, the draft document on amendments and addenda to the Law “On the Cabinet of Ministers of the Republic of Uzbekistan” in the new edition was discussed at the meeting.
The project defines the government’s open, transparent functioning, its powers in specific areas and directions.
The Prime Minister is expected to hold targeted government meetings in regions with participation of heads of local executive bodies, heads of territorial government bodies and representatives of NGOs. The powers and responsibilities of the prime minister, his first deputy and deputies, advisers to the prime minister, ministers, as well as chairmen of the state committees are also determined.
Now monitoring and analysis of the government’s work with appeals received from individuals and legal entities to government bodies and local executive bodies are fixed at the level of the law. In addition, the draft law states that decisions of the Cabinet of Ministers and actions (inaction) of its officials may be appealed.
According to deputies, reflection of such new norms in the draft will ensure the legitimate, transparent and democratic functioning of the government in accordance with the principles of separation and interdependence of the government branches. At the same time, an open and transparent work of the government, effective management of the executive branch, and protection of human rights and freedoms will serve as a solid legal basis for ensuring priority interests of the people at a qualitatively new level.
