Shavkat Mirziyoyev signed the law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with the democratization of the procedure for forming a government and increasing its responsibility”.
According to the law, Paragraph 4 of Article 79 (exclusive powers of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan) is replaced by clauses 4 and 5 with the following content:
4) adoption of resolutions on certain issues in the field of political, socio-economic life, as well as issues of domestic and foreign policy of the state;
5) consideration and approval of candidates by the Prime Minister of the Republic of Uzbekistan for membership in the Cabinet of Ministers of the Republic of Uzbekistan for subsequent approval by the President of the Republic of Uzbekistan.
Currently, the exclusive powers of the Legislative Chamber of Oliy Majlis include:
- election of the Speaker of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan and his deputies, chairmen of the committees and their deputies;
- deciding on the deprivation of immunity of a deputy of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan at a proposal of the Prosecutor General of the Republic of Uzbekistan;
- making decisions on the issues related to organization of its activities and internal order of the chamber;
- adoption of resolutions on certain issues in the field of political, socio-economic life, as well as issues of domestic and foreign policy of the state.
Paragraph 11 of Article 93 (President) was also amended. Now the president “approves members of the Cabinet of Ministers at a proposal of the Prime Minister, submitted after approval by the Legislative Chamber of Oliy Majlis and dismisses them from the post”.
Earlier, the president approved and dismissed members of the Cabinet of Ministers from the post without a parliamentary approval.
Paragraph 11 of Article 98 is supplemented with the words “submitted after approval by the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan”. That is, members of the Cabinet of Ministers are approved by the President upon the proposal of the Prime Minister, submitted after approval by the Legislative Chamber of Oliy Majlis.
In turn, relevant changes and additions will be made to the laws “On the Cabinet of Ministers of the Republic of Uzbekistan”, “On the Senate of Oliy Majlis of the Republic of Uzbekistan”, “On the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan” and “On the Regulation of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan”.
The above changes and additions will take effect from April 1, 2019.
