Uzbekistan develops a draft law “On toll roads”

Draft laws “On public-private partnership” and “On toll roads” have been developed. In the coming days, they will be submitted to Oliy Majlis for consideration. Now the bills are undergoing coordination with relevant ministries and departments.

This was announced at a press conference at the Agency for Information and Mass Communications by the first deputy chairman of the Committee for roads Shukhrat Nazarov.

According to him, the draft law on toll roads, in particular, defines the mechanisms for forming the fare, methods of charging.

Now the Ministry of Transport and its Committee on roads are working on several highways in the republic, where toll roads can be built.

First of all, the ministry is considering construction of a high-speed highway on the route Tashkent - Samarkand. Currently, geologic exploration work is underway.

The Committee is also working on other routes that may be in demand among the population and tourists, as well as considering construction of paid tunnels, for example, through the Kamchik passes (Namangan region) or Takhtakaracha (Kashkadarya region, Kitab district).

“At the beginning, we define directions with a large flow of cars. Because the toll road must be claimed so that it can be recouped. Then we will determine the optimal route of the new highway and offer the project to investors,” the deputy chairman of the committee said.

Motorists will have the right to choose. During the construction of new toll roads, alternative free ones will be saved, which drivers can continue to use. The advantage of toll roads can be an increase in the speed limit.

The projects will be implemented within the framework of public-private partnership, including through attracting foreign direct investment.

“We are open and we invite investors to take part in projects for construction of toll roads,” Mr. Nazarov concluded.

Earlier, it was reported that starting from 2020, paid highways will appear in all regions of the country. The relevant governmental decision was made in December last year.

It was proposed to proceed with creation of toll roads in the draft resolution of the Cabinet of Ministers, but these points were not included in the signed document.

Instead, it was decided primarily to develop the law “On toll roads”.
