Prime minister, his deputies and advisers are not permitted to lead government organizations
President of the Republic of Uzbekistan has signed a decree “On introducing a qualitatively new system in organizing the activity of government of the Republic of Uzbekistan”.
The document states:
The Prime Minister of the Republic of Uzbekistan shall co-ordinate the activities of ministries, state committees and other bodies of state administration in order to ensure accomplishing the objectives set by the Government and make agreed decisions on any disparities;
Deputies of the Prime Minister of the Republic of Uzbekistan monitor the execution of laws, documents of the Chambers of Oliy Majlis, inquiries of the parliament and deputies, assignments of the President, state committees and other state bodies, as well as study systematically the real state of affairs at places, analyze thoroughly the problems of the economy and social sphere and develop complex proposals for the implementation of strategic and priority tasks in the established manner. At the same time, their interference in the activity of ministries, state committees, state governance bodies and local executive bodies is not allowed in completing the assigned tasks.
Advisors of the Prime Minister of the Republic of Uzbekistan shall ensure that they, on the relevant directions and matters within their competence, provide the Prime Minister of the Republic of Uzbekistan with development, examination and preparation of complex proposals. In addition, they shall be personally responsible for these matters;
Heads of ministries, state committees and other bodies of state administration are personally responsible for qualitative and comprehensive development of proposals, analytical and other documents, including normative-legal acts submitted to the Cabinet of Ministers, as well as outcomes and consequences of their implementation;
Simultaneous supervision of the Prime Minister of the Republic of Uzbekistan, Deputy Prime Ministers and advisers of the Prime Minister over the activity of economic societies and companies, as well as other organizations with state shareholding is not allowed;
Advisers of the Prime Minister shall be appointed and dismissed by the Prime Minister upon agreement with the President of the Republic of Uzbekistan.
