Uzbekistan now nostrifies diplomas of top-1000 universities of the world

On January 16, President Shavkat Mirziyoyev signed a decree “On additional measures to improve the system for monitoring the quality of education”.

According to the document, from March 1, 2019, the procedure for recognition and nostrification (determination of equivalence) of education certificates issued in foreign countries is being introduced. It provides for:

a) direct (without special tests)recognition and nostrification (determination of equivalence) of educational certificates:

- citizens of Uzbekistan, foreign citizens and stateless persons (hereinafter called citizens) who received education in foreign universities, whose detached branches and joint educational institutions functioning in the territory of Uzbekistan;

- citizens who have studied at the foreign universities occupying the first 1,000 positions among higher educational institutions in the ranking of internationally recognized organizations (Quacquarelli Symonds World University Rankings, Times Higher Education, Academic Ranking of World Universities). Their list is annually approved by the joint resolution of Ministries of higher and secondary special education of the Republic of Uzbekistan, as well as the State Inspectorate;

- citizens who have been educated at the expense of quotas (grants) allocated by foreign countries (which have the highest educational institutions) for targeted training of specialists in accordance with the request of the ministries and departments of the Republic of Uzbekistan; 

- citizens who had studied at foreign educational institutions before January 1, 1992;

- citizens who have studied at the educational institutions accredited by authorized organizations – full members of the European Association for Quality Assurance in Higher Education, except for directions, specialties and professions (their list is established by the Cabinet of Ministers of the Republic of Uzbekistan);

- citizens who studied at the educational institutions of the United States of America, the Australian Union, the State of Israel, Canada, the Republic of Singapore, the Republic of Korea, Japan accredited by authorized organizations of these countries, except for areas, specialties and professions (their list is established by the Cabinet of Ministers of the Republic of Uzbekistan);

- citizens who have studied at the expense of funds allocated by the ministries and departments of the Republic of Uzbekistan for targeted training of specialists at foreign universities;

- if it is envisaged by international treaties of the Republic of Uzbekistan, then by decisions of the President and the Cabinet of Ministers;

b) accepting applications for recognition and nostrification (determination of equivalence) of documents on education exclusively through the Centers of Public Services or the Unified portal of interactive public services of the Republic of Uzbekistan.
