Differentiated contract-payment system may be introduced for students from the 2019/2020 academic year

In Uzbekistan, starting from the academic year 2019/2020, it is planned to transfer higher education institutions to self-financing system through gradual introduction of state order and differentiated payment-contract method. This is stated in the draft State Program “Year of Active Investments and Social Development”, which is based on the Actions Strategy along five priority areas of development of the Republic of Uzbekistan in 2017-2021.
It is noted that an appropriate draft normative-legal document will be developed. The draft document envisages:
- gradual transition to self-financing system through the introduction of a state order and a differentiated payment-contract method;
- ensuring the financial independence of higher education institutions by revising universities’ financial regulators;
- entitling entrants to apply for several universities at a time.
Term of execution is by March 1, 2019, responsible bodies for execution – Ministry of Higher and Secondary Specialized Education, Ministry of Finance, Ministry of Economy, State Testing Center, as well as ministries and departments overlooking higher education institutions.
