Uzbekistan and Germany launch joint leadership training program for future managers

President Shavkat Mirziyoyev and German Chancellor Olaf Scholz attended the opening ceremony of the Joint School for Training Management Personnel, according to the Agency for Civil Service Development.

The program, a collaborative effort between Uzbekistan's Agency for Civil Service Development, the Academy of Public Administration, the Hanns Seidel Foundation, and the Bavarian School of Public Management, marks the first time a joint leadership training initiative has been established with foreign partners. It aims to create a reserve of managerial talent with a focus on the requirements for professional knowledge in public administration and society management.

The curriculum emphasizes practical knowledge in local governance and regional development, strategic planning, horizontal and vertical relations, and the effective implementation of public programs and regulatory documents. The program’s structure includes a six-week period of classroom training at the academy, followed by eight weeks of independent study at participants' workplaces, supplemented by internships at ministries and regional administrations. Upon passing the final assessment, the top 20 participants will attend a 9-day study internship in Germany.

During the program, each participant will develop a project focused on the socio-economic development of their district or city, with guidance from academy professors and local experts.

The Agency for Civil Service Development has selected 56 candidates from a pool of individuals being considered for district (city) mayor positions, based on key performance indicators (KPIs). The program aims to enhance participants' competencies in socio-economic development, foreign investment attraction, and offers them exposure to international best practices.
