It is noted that the law was developed in accordance with the ongoing reforms, taking into account the fact that the tasks, functions and powers of the Intellectual Property and State Services agencies were transferred to the Ministry of Justice, amendments and additions are being made to clarify the powers of the ministry.
According to this law, 2 codes and 15 laws are amended and supplemented.
The draft law envisages the following:
• the tasks of the Intellectual Property Agency are assigned to the Ministry of Justice;
• the state institution “Intellectual Property Center” under the Ministry of Justice is designated as the authorized organization conducting state expertise on intellectual property objects;
• the term of issuing certificates on the trademark, the name of the place of origin of the goods is being shortened;
• judicial authorities are empowered to impose fines on legal entities for violations in the field of intellectual property;
• the authority to apply responsibility for violations of legislation in the field of public services is being transferred to judicial bodies.
In addition, a 50% discount on the use of state services is being applied to persons registered in the “Unified Register of Social Protection” information system, as well as to persons with disabilities of the I and II groups.
In the discussion, it was noted that the implementation of the law will serve to increase the quality of public services and support socially needy layers of the population, as well as to strengthen the protection of intellectual property rights and to ensure an effective centralized management system in these areas.
At the end of the debate, senators approved the Law.
