“Juvenile crime has increased by 40% in Samarkand” – Senate

On November 16 of this year, a meeting of the Youth, Culture and Sports Committee of the Oliy Majlis Senate was held. It discussed the results of the study on the implementation of the law “On the prevention of delinquency and delinquency among minors” in Samarkand region.

This year, 1,345 raids were conducted, and administrative sanctions were applied to 57 persons who left minors unattended.

During the studies carried out by the committee, along with the work carried out, it was determined that there are some problems in the prevention of delinquency and delinquency among minors.

In particular, the number of crimes committed by minors in the region has increased year by year, reaching 1,331 in 2021, 3,941 in 2022, and 3,128 in 8 months of 2023.

“Also, the number of crimes committed among minors has also increased. In particular, the number of crimes during the 8 months of 2022 was 92, while in the corresponding period of this year, this indicator was 129, indicating a 40 percent increase,” the report said.

During preventive measures, 39 schoolchildren were found to be possessing pornographic material, and 58 were possessing materials promoting violence or brutality. Preventive interviews were conducted with more than 2,221 children with difficult upbringing, and administrative responsibility measures were applied to the parents of 1,853 students.

The fact that the schools are not aware of the attachment of DIA leaders to 76 educational institutions with serious criminogenic conditions indicates that this system is not working in practice.

During the study, it was also determined that in most educational institutions, monitoring of minors who regularly and without reason do not participate in educational activities is not established.

During the meeting, opinions were also expressed regarding the improvement of the law “On the prevention of delinquency and delinquency among minors”.

Following the meeting, the Committee on Youth, Culture and Sports Affairs and the Samarkand Regional Council of People’s Deputies adopted a joint decision on the issue on the agenda.
