Since 1996, Narzullaev has worked in various senior positions in the structural divisions of the railway industry in Uzbekistan. In 2009-2016, he headed the capital construction department in the railway system and took an active part in the construction of the Angren-Pop railway.

In 2016-2017, he was the first deputy governor of the Jizzakh region. Since 2017, he has been working as the director of the engineering company Uzshaharqurilishinvest.

Also, by the decision of the Cabinet of Ministers, Hikmatilla Rakhmetov has been appointed first deputy board chairman of Uzbekistan Railways.

It should be recalled that on July 11, the leadership of Uzbekistan Railways and the State Committee for Roads were fired.
