Procedure for issuing permits for international road transport established

According to the document, the permits specify the types of international road transport of goods and passengers (bilateral, transit or transportation to/from third countries) and the conditions for their use.

Permits are divided into the following main types:

- for bilateral transportation of goods; 
- for transit transportation of goods;
- for transportation of goods to/from third countries; 
- for bilateral/transit transportation of goods; 
- for non-regular transportation of passengers in two-way traffic; 
- for irregular transportation of passengers in transit traffic;
- for non-regular transportation of passengers in two-way/transit traffic.

An application for obtaining foreign/multilateral permits is submitted by the national carrier with confirmation of its EDS through the AIS "E-auto ruhsatnoma", the application is considered within one working day from the date of receipt.

The issuance or refusal to issue a permit occurs automatically through the AIS "E-avto rukhsatnoma". Permits are issued to carriers subject to their return to the competent authority within 90 calendar days from the date of issue.

For each foreign/multilateral permit issued, a fee of one-fourth of the BCA (82,500 soums) is charged.

If it is determined that foreign/multilateral permits issued to the national carrier, or the rights under them are granted to third parties, the "E-avto rukhsatnoma" system automatically suspends the issuance of all foreign/multilateral permits to this carrier for a period of 3 months, upon re-detection within a year - for a period of 6 months.
