According to the Kashkadarya regional court, on May 29, an administrative violation case against blogger A. Abdullayev (born in 1987 in Yakkabog district), head of the Nasaf News website Umid Karimov (born in 1996 in Karshi district) and auto-blogger Maksud Muzaffarov (born in 1988 in Yakkabog district) was considered.
These citizens were found guilty under a number of Articles of Administrative Responsibility Code, each of them was sentenced to 5 days in prison.
In particular:
A.Abdullayev was found to have committed the offenses under Article 125, Article 126, Article 127 (all violations related to the use of vehicles), Article 183 (petty hooliganism) and Article 194 (failure to comply with the legal requirements of an employee of internal affairs bodies) of the Administrative Responsibility Code;
U.Karimov was found to have committed an offense under Article 183 of the Administrative Responsibility Code (petty hooliganism);
M.Muzaffarov was found to have committed offenses under Articles 125, 126 and 183.
Allegedly, on May 29, at 10:20, head of the Shakhrisabz city traffic safety department F.Yangiboyev saw a Gentra car in front of the administrative building of the city DIA Traffic Safety Department with the state number plate removed and all the windows completely tinted, and suspected of it.
When he went to check the documents and find out who owns this car, citizen A.Abdullayev informed that Gentra belonged to him.
A.Abdullaev gave his passport to the head of DIA Traffic Safety Department (TSD), did not give the documents related to the car and was rude. When the TSD officers led by F.Yangiboyev wanted to identify the car owner and place him in the penalty area for the violation he committed, M.Muzaffarov and U.Karimov, who were standing next to A.Abdullayev were rude to the DIA officers and started quarreling.
After that the head of Shakhrisabz city DIA TSD F.Yangiboyev called the city DIA, explained the situation and asked to send an auxiliary force. Immediately, the deputy head of Shakhrisabz city DIA J.Raupov arrived at the scene. When he talked with A.Abdullayev, J. Raupov was also treated rudely.
M.Muzaffarov and U.Karimov intervened in the conversation, and they also mistreated Raupov and other employees and discredited DIA employees in front of the citizens.
Moreover, they deliberately disregarded the social norms, yelling and making petty hooliganism.
After that, two Gentra cars belonging to A.Abdullaev and M.Muzaffarov were checked. It was found out that their windows were tinted without permission, the state number plate was removed and re-equipped.
“Parties dissatisfied with this decision are informed that they have the right to file a complaint and protest to the appellate instance of the Kashkadarya regional court within the procedure and time limit established by the law,” the information of the regional court reads.
It should be recalled that according to the decision of the Yakkabog district court on May 27, 2023, another blogger from Kashkadarya, Elmurod Odilov, was charged with criminal offenses under Article 183 (petty hooliganism) and Article 198 (failing to fulfill the legal requirements of a representative of the authorities or preventing him from performing his official duties) and was sentenced to 15-day administrative imprisonment.
According to the mass media, he may have gone to the scene of the incident in connection with the deputy governor’s task to find a man for the mobilization draft reserve and was beaten.
