The presidential decision “On additional measures to digitize the healthcare system” was adopted.
A loan agreement in the amount of 45 million euros and a grant agreement in the amount of 5.5 million euros for a period of 12 years with a 5-year grace period was signed between Uzbekistan and KfW Bank.
The Ministry of Health is the executive body responsible for timely implementation and coordination of the project. The repayment of the loan funds is covered by the funds of the republican budget. For the timely and effective implementation of the project, the Digital Health System Management Project Office will be established.
According to the decision:
- fees for licenses for the use of information systems implemented within the framework of the project are included in their implementation costs and are valid for at least 5 years after the information system is fully implemented;
- the funds saved during the implementation of the project will be primarily directed to the digitization of the activities of primary medical and sanitary care institutions and the purchase of computer equipment.
The action plan for digitization of the healthcare system in 2023-2025 was approved. The action plan includes, among other things, the following:
- introduction of “e-prescription” system;
- development of the “Electronic Sanatorium” platform, which allows sanatoriums to receive referrals, monitor queues and view available vacancies;
- introduction of the “Cancer-registry” information system designed to maintain an electronic list of patients suffering from oncological diseases;
- creating an electronic system of maternal and child health passports;
- creation of a possibility to obtain references of temporary incapacity for work through the Single Portal.
