This is stated in the presidential decree “On the Development Strategy of New Uzbekistan for 2022-2026”. 

It should be recalled that on December 24, 2021, the fifty-third session of the Tashkent city council of people’s deputies was held in the capital. During the session, deputy Otabek Jonboyev asked the khokim of Tashkent, Jakhongir Artikhodjayev, about the fate of the master plan of the capital. The people’s representative stressed that construction work is actively going on in the capital.

He asked how social facilities would be built if the master plan had not yet been approved.

“Of course, we cannot say that there is no master plan. We are working on the old master plan, developing a new one. But there are such things in the world, it is called the “Convenience Index”. This creates convenience for residents, that is, it indicates where to build what. We also loaded this index for ourselves,” Artikhodjayev said then.
