Sadyr Japarov comments on border negotiations with Uzbekistan

President of Kyrgyzstan Sadyr Japarov said that negotiations on the border issues with Uzbekistan are at the initial stage.

According to him, “whether the parties want it or not, it is necessary to resolve the border issues through negotiations and the exchange of land areas.”

Japarov noted that the previous authorities resolved border issues behind closed doors and the informed people only after everything was agreed on.

“In order not to repeat the mistakes of the previous authorities, we will inform people, get their consent and decide. This is our policy. Apparently, everything should go behind closed doors, as many papers are secret. But we still want to consider the opinion of the people,” Japarov said.

He said that the border issues are not resolved by one signed protocol, but requires four stages: the decision of the working commissions, the consent of the president, who then sends the document to the Supreme Council or sends it back, the ratification by parliament and the signature of the president.

“We are at the initial stage now. We want everything to be open and transparent so that in 10-15 years people didn’t speak ill about us,” he said.

Recently, the chairman of Kyrgyzstan’s State Committee on National Security Kamchybek Tashiyev said that 50 hectares at the Kempir-Abad reservoir will not be transferred to Uzbekistan.

Earlier it was also reported that under an agreement with Uzbekistan, the following areas will be transferred to Kyrgyzstan:

  • Kok-Serek – 105 hectares;
  • Bayastan in Ala-Bukin district – 212 hectares;
  • Ak-Tash in Kara-Suu district – 100 hectares;
  • Kara Beles – 25 hectares;
  • Govasoy, between Namangan and Jalal-Abad regions – 8 thousand hectares;
  • Area of Mount Ungar-Too – 35 hectares.

Instead of these territories, Uzbekistan received the right to use the Kempir-Abad reservoir. The 50-hectares, where the Shahrikhonsoy Canal is located, was also transferred to Uzbekistan. Kyrgyzstan received 50 hectares in the Uzgen region in return.
