Yet, so much time has passed, but the conclusion of the commission, the reasons for the tragedy and its “culprits” are still unknown. The head of the State Labor Inspectorate under the Ministry of Employment and Labor Relations, Kudratullo Odinayev, told Kun.uz correspondent on January 29 why the conclusion of the government commission has not yet been made public.

“The Government Commission involved members of the Ministry of Employment and Labor Relations, and the reasons of the accident are being clarified. The process of calculating compensations to be paid to those who died as a result of the tragedy continues. The conclusions of all organizations are submitted to the prosecution authorities in a generalized form. The prosecutor’s office is also involved in the issue of paying compensation to the families of those who died in the accident. The commission’s conclusion will be published at the latest within 2-3 days, and the media will inform the public about this,” Kudratullo Odinayev said.

According to the Regulation approved by the Cabinet of Ministers dated June 6, 1997 No. 286, a unified procedure has been established for the investigation and recording of accidents and other injuries to the health of workers that have occurred due to work at enterprises, institutions, organizations of all forms of ownership. In accordance with the requirements of this Regulation, accidents involving 5 or more people are investigated by a commission established by the Cabinet of Ministers of Uzbekistan.

A special inspection commission within 15 days investigates the accident, organizes an inspection of the situation at the enterprise and, if necessary, at other enterprises of the industry, draws up a special inspection report.

If this act confirms that the death of workers is caused by the performance of their labor duties, then additional payments must be made in the amount established by law.

In particular, Articles 192 and 193 of the Labor Code consider redress for those who are dependent on the employee.
