The Cabinet of Ministers has introduced the draft Law “On administrative-territorial structure of the Republic of Uzbekistan” to the Legislative Chamber.
According to Azmiddin Naimov, responsible executive at the Legislative Chamber of Oliy Majlis, the Law “On the procedure for solving issues of the administrative-territorial arrangement in the Republic of Uzbekistan” was adopted in 1996 and does not meet today’s requirements.
15 articles of the current Law, which consists of 31 articles, are no longer valid.
In the existing Law, the powers of the state bodies in the issues related to the administrative-territorial structure, the participation of the public administration in the process have not been specified.
The new draft Law contains 9 chapters and 46 articles.
The document provides for a clear list of documents prepared to resolve administrative-territorial issues, including the costs and sources for their compensation.
It is reported that the adoption of the bill will facilitate introduction of effective mechanisms ensuring effective implementation of legal norms in the administrative-territorial structure of the country, introduction of specific procedures for gradual decision-making and state examination of issues of administrative-territorial formation, as well as establishment of mechanisms for maintaining the State Register of administrative-territorial units and settlements.
