Shavkat Mirziyoyev signed a decree “On measures to fundamentally improve the system of training of demanded qualified personnel and development of scientific potential at the National University of Uzbekistan named after Mirzo Ulugbek in 2019-2023”.
The decree provides for a set of measures to fundamentally upgrade its infrastructure and internal telecommunications network. The university will be provided with broadband Internet access up to 600 Mb/s by 2020. The territory of the university and adjacent areas will be provided with a Wi-Fi zone.
In addition, over the course of 2020–2023, major overhaul (reconstruction) and equipment of student dormitories will be carried out. 6 multi-storey buildings and a universal sports complex will be built for professors, teachers and young researchers of the university. In order to equip the training-scientific laboratories of faculties in the exact and natural sciences, $6 million is transferred to the university’s currency account.
From September 1, 2019, additional payments to the monthly salaries will be paid for employees, engaged in scientific-pedagogical activities and work in all state organizations in the field of education and science, up to 30% – those who have a PhD degree and up to 60% – those who have a Doctor of Science degree from the State budget. In this case, additional payments are made taking into account the specific contribution of each employee to scientific-pedagogical and labor activity on the basis of the presentation of the head of the structural unit and decision of the collegial body of the university.
The resolution pays special attention to instilling high moral, spiritual-ethical qualities to students, introducing an effective mechanism and new pedagogical innovations into the organization of spiritual-enlightenment work, increasing the responsibility of teachers and professors for educational work with students, ensuring the practical relationship of education and upbringing.
To this end, the priority task of the rector and deputy rectors, heads of dean’s offices and departments, the entire faculty of the university has been determined to introduce on an ongoing basis the practice of active dialogue with students, especially those living in hostels and outside, a systematic study of their needs and requests, taking specific measures on elimination of problematic issues in the academic, scientific and spiritual life of students.
