Shavkat Mirziyoyev ordered to write off part of the debts of the population and businesses on a number of taxes, as well as to give deferrals for others, the Ministry of Justice reported.
As noted in the document, this will allow “to prevent unnecessary expenses in the fulfillment of tax obligations by citizens”. In turn, reducing the load will stimulate business activity.
It was instructed to write off the following amounts as of June 1 of the current year and stop the processes of their recovery:
• penalties accrued on tax debts on property and land of individuals (except for non-residential facilities);
• fines for overdue receivables accumulated on foreign trade operations of economic entities;
• personal income tax and social tax debts in fixed amounts from individual entrepreneurs who have been inactive for the previous 6 months, as well as penalties and fines accrued on them.
In addition, until June 1, 2024, the collection of land tax at a triple rate for land plots used by individuals without paperwork is suspended.
Farmers will be allowed to pay their outstanding water tax in installments over 12 months.
From July 1, next year, a new benefit will be introduced for owners of greenhouses with an area of over 25 acres. They will be able to return personal income tax withheld from the salaries of their employees, subject to three conditions:
• the owner provides employment for at least one person for every 5 acres of greenhouses for a month;
• each employee receives a salary of at least 1 minimum wage (980,000 soums) per month;
• profit from greenhouses is at least 60% of the total profit of the enterprise for the reporting period.
On June 12, at a campaign speech in Nukus, the President announced the cancellation of 500 billion soums of the population’s debt on land and property taxes. Only in Karakalpakstan, this means minus 20 billion soums of debt, he noted.
