The PPP Agency under the Ministry of Finance and the Ministry of Energy of Uzbekistan began preparing a project for the construction of a new TPP worth more than $1 billion.
Earlier this October, the PPP Development Agency, the Ministry of Energy signed an agreement with the International Finance Corporation (IFC) to provide advisory services on structuring the transaction and organizing competitive bidding on a public-private partnership (PPP) project for the construction of a greenfield thermal power station (TPS) with the capacity of 1300 megawatts in the Syrdarya region.
In order to implement this project, on October 28-29, a meeting was held at the PPP Agency with international consultants of the IFC, where they discussed the terms of the PPP agreement (Power Purchasing Agreement), including methods of increasing the project's investment attractiveness, organization of technical, financial and legal expertise of the project.
According to the preliminary agreement, IFC will prepare a feasibility study, financial and legal expertise of the project within 14 months, prepare tender documents, a PPP agreement, organize and conduct a tender, and announce the winner.
