Uzbekistan abolishes environmental certification for imported passenger and freight vehicles

The procedure for environmental certification of new vehicles in categories M and N imported into Uzbekistan has been abolished. Instead, environmental compliance will now be assessed through a certificate of conformity or type approval, using manufacturer documentation or testing in an accredited laboratory.

Category M covers motor vehicles used for the transport of passengers, including cars, buses, and minibuses.

Category N includes motor vehicles intended for the transport of goods, such as trucks and their chassis.

Compliance of categories M and N vehicles imported into the country with environmental requirements will be evaluated based on the General Technical Regulation on the safety of wheeled vehicles, approved by a Cabinet of Ministers resolution.

Under the amendments, conformity will be assessed in two ways:

  • Certificate of conformity – through identification by recognizing documents submitted with the application.
  • Type approval – through analysis of pollutant emission standards in an accredited testing laboratory in Uzbekistan, or, if no such laboratory exists, through identification by recognizing documents.

To confirm compliance with the required environmental class, applicants must provide one of the following documents:

  • legislative acts confirming that, in the vehicle-manufacturing country, the production of M and N category vehicles below Euro-4 environmental standards was prohibited at the time of production;
  • an official letter from the manufacturer or its authorized representative stating that the vehicles meet at least Euro-4 standards;
  • other technical documents proving that the vehicles comply with environmental class requirements of at least Euro-4.

The issuance of documents certifying conformity with technical regulations when vehicles fail to meet the permissible environmental class is prohibited.

In addition, wheeled vehicles equipped with electric motors (excluding hybrid vehicles with both internal combustion and electric engines) will not be subject to environmental compliance assessments.
